Panel backs funding, monitoring in HB 19‑26 to follow up Red Hill cleanup

Supporters told the committee that HB 19‑26 would fund long‑term independent monitoring and research related to the Red Hill contamination and build public trust. Kayala Richardson of DLNR, who coordinates the Red Hill Water Alliance Initiative, said "we recognize that decades of research, remediation, and monitoring remain necessary in order to restore and rebuild public trust."
Ernie Lau of the Board of Water Supply urged the creation of a special fund to accept federal dollars and to advance accountability. "The financial resources are needed to pursue the recommendations of the Red Hill Buy report," Lau said. University researchers and community scientists described laboratory work to test for jet‑fuel components and track natural biodegradation processes; a PhD researcher described creating a public dashboard of sample results used to answer community concerns.
The committee recorded a recommendation to pass HB 19‑26 with an HD 1 and to place specific appropriations in the committee report, while setting the bill's effective date for a later placeholder to allow future conference.
