Poulsbo trims public-works facility design, targets roughly $20 million price tag

Public Works Director Diane Linnaeus told the council that Helix Design Group’s initial schematic for a new maintenance facility—which originally laid out roughly 33,000 square feet of covered space—produced a 2026 cost estimate of about $25.5 million. After value engineering and adjustments to site grading and building footprints, staff said an alternate design would provide roughly 28,000 square feet of covered roof space and reduce costs by about $5.5 million.
"We reduced it by approximately $5,000,000," Linnaeus said when describing the value-engineered alternative and tradeoffs the team evaluated to avoid extensive retaining walls while still meeting functional needs. She said the team will finalize value engineering in June/early July, present a formal recommendation to council in July, and submit a site-development application so design can finish this year with advertisement for construction in early 2027.
Council members asked whether moving buildings inward to save on retaining walls would limit future expansion or parking. Staff responded that the alternative is intended as a 20-year plan and noted city-owned property near the admin building could provide additional storage if needed. Staff also said outsourcing solid-waste services and enterprise-fund contributions factor into the finance plan for the project.
