Poulsbo council adopts 6‑year transportation improvement program

The Poulsbo City Council on June 3 adopted Resolution 2026‑09, approving the city’s six‑year Transportation Improvement Program (TIP) for 2027–2032 and directing staff to file the plan with the Washington State Secretary of Transportation and the Transportation Improvement Board. Josh Raines, the city’s transportation planner, presented council’s ranked project list and described modest scope changes for the Hostmark overlay and the 4th Avenue sidewalks and roadway improvements.
Raines said staff incorporated council priorities into the ranking and adjusted project limits to extend the 4th Avenue improvements down to Fratt Street and include sidewalk work and roadway enhancements. “We modified the Hostmark overlay project to include sidewalk improvements,” Raines told council. Councilmembers also discussed how future funding opportunities could change project sequencing: Raines said staff would pursue the project most suitable for each grant as funding becomes available.
Councilmember Gary McVay moved to adopt the resolution and Councilmember [second on record] seconded. After brief comments from several councilmembers thanking staff for the outreach and ranking work, the council took a roll‑call vote and the resolution passed. The adopted TIP will guide prioritized capital transportation investments in Poulsbo for the next six years and be filed with state agencies as required.
