Consultants outline legislative changes and timeline for Rainier's 2025 Comprehensive Plan

At its Feb. 18, 2025 meeting the Rainier Planning Commission heard a presentation on updates to the city's 2025 Comprehensive Plan from Dominic Miller, PE of Gray & Osborne LLC and Emily Terrell of Sound Municipal Consultants. Miller introduced the update effort and Terrell outlined changes driven by recently enacted legislation that add required elements to the plan; consultants told the commission that Sound Municipal Consultants will handle the major portion of the work and that the deadline for the first draft is mid‑June.
Terrell said the consultants reviewed survey results from participating citizens and described how the new statutory elements will be folded into the draft plan. Commission staff and consultants asked the commissioners to review Draft Comprehensive Plan Chapter 1 and provide feedback and possible edits at the commission's next scheduled meeting on March 18. No figures beyond the mid‑June draft deadline and the March 18 review date were specified during the presentation.
