Poulsbo to accept $1M-plus TAP grant for Knoll Road middle segment design-to-construction

City engineer Josh Raines told the council the city was awarded a TAP grant in the amount of just over $1,000,000 to fund the next phase of construction on Knoll Road (the middle segment between Hostmark and Messford).
Raines said the design is nearly at 90% and the city plans to obligate the grant funds this summer, then move forward with a construction advertisement and build in early 2027. He asked the council to plan to accept the formal grant on the next council consent agenda once staff are ready to obligate funds.
Council members noted the project’s value for multimodal connections and safe routes for bicycles and pedestrians, and asked staff to coordinate with ad hoc multimodal work and the safe-routes-to-school emphasis.
