Avenue Consultants reviewed the applicant's traffic impact study and concluded that the VA outpatient clinic would not cause a deterioration to acceptable Levels of Service (LOS) at study intersections, although the intersection of State Street at 3750 South was already identified as operating poorly in existing conditions and the forecast. The TIS memo used conventional intersection-based LOS analysis and reported that 200 East intersections would operate at LOS A under build conditions.
City staff told the commission they had discussed sight-distance and potential median modifications with the Utah Department of Transportation, but that UDOT "was not receptive" to modifications that would encourage additional turning motions onto State Street. City Engineer Jacob Moser noted operational constraints for site access and said "the area could be designated as a no-parking zone" to improve turning movements; staff also recorded a condition requiring continued coordination with the City Engineer on mitigation measures and further drainage and survey work before implementation.
Commissioners pressed for clarity on circulation and asked whether left turns onto Helm Avenue could be accommodated; staff said UDOT preferred not to encourage new turning movements onto State Street and that mitigation measures such as signage, paint, and no-parking designations were possible options at the city level. The approved conditions require the applicant to obtain necessary UDOT approvals prior to any work in the State Street right-of-way.
