Applicant and business owner Mahmoud Alayyan addressed commissioners and neighbors on May 13, saying he seeks to establish a headquarters at 14417 Courthouse Road and plans to limit the scope of operations.
Alayyan apologized for his late arrival and said acquiring the property would be "a huge blessing for his business." He told the commission he would not advertise for outside repair work and said he expects "no more than twenty to twenty-five trucks coming through per day." He described performing "light maintenance" on tractors and trailers and said he currently rents a facility in Maryland but intends to relocate to Dinwiddie within six to 12 months. On hours he said they "could be from 7 a.m. to 7 p.m. or 8 a.m. to 6 p.m." and that the business would be closed on Sundays.
Alayyan's statements formed the basis for commissioners' questions about operational controls and the proposed conditions relating to screening, allowable hours and enforcement; the Planning Commission ultimately recommended rezoning and recommended disapproval of the CUP, forwarding both recommendations and staff materials to the Board of Supervisors.
