The Dinwiddie County Planning Commission on May 13 recommended disapproval of conditional use permit C-26-2, a request by applicant Mahmoud Alayyan to operate a light-duty truck maintenance and storage business across four parcels at 14417 Courthouse Road.
Planning staff reviewed the request for the approximately 4.361-acre site and recommended approval with conditions to limit use to secured truck parking, require repair activities either be screened or occur inside buildings, set outdoor repair hours, require screening of inoperable vehicles, meet VDOT access standards, and submit to an annual zoning-administrator review. The staff report cited Section 22-185(46) of the Dinwiddie County Zoning Code as the local provision relevant to tractor-trailer service stations in B-2 zoning.
Commission discussion added proposed amendments to conditions, including explicitly setting hours of operation from 8:00 a.m. to 6:00 p.m. Monday through Saturday and requiring complete screening. Applicant Mahmoud Alayyan told the commission his hours "could be from 7 a.m. to 7 p.m. or 8 a.m. to 6 p.m." and that he planned to be closed on Sundays. Neighboring residents continued to express concerns about noise, lighting, dust and the lack of site drawings.
On the motion to recommend disapproval (Titmus), the commission voted 5–2 in favor of disapproval—Hannah Bishop, Michael Taylor, Edward Titmus, Alvin Langley and Samuel W. Hayes voting "YES" and Anthony Simmons and John Harvell voting "NO." The disapproval will be forwarded to the Board of Supervisors with staff materials and the recommended amended conditions attached.
