Buena Vista accepts completed water treatment plant expansion; two trustees recused

The Buena Vista Board of Trustees on July 14 adopted Resolution No. 2026-48 formally accepting the completed Water Treatment Plant Expansion Project, concluding two construction phases intended to increase treatment capacity and improve the reliability of the Town’s drinking water system.
Public Works Director Shawn Williams told trustees that both construction phases are complete, closeout documents and record drawings have been provided, and contractors Rice Lake West and JHL Constructors have fulfilled contract obligations. Trustee Andrew Rice recused from the vote because he is employed by a state agency that reviewed and partially funded the project; Trustee Chris Sturm recused because the item involved a CWCB grant. With the two recusals, the motion passed with trustees Huyck, Rosenoer, Rowe and Swisher voting in favor.
