Council grants SUP for banquet facility, restricts event use to conservatory

The Rockwall City Council approved Z2026-032, a specific-use permit that allows a banquet facility/event hall and a coffee shop to operate in conjunction with an existing garden-supply/plant nursery on a 9.94-acre tract.
City planning staff told the council that a banquet facility, event hall and coffee shop had been established on the property "without a certificate of occupancy," and that the council had previously amended the Unified Development Code to allow such a use in the light industrial district through an SUP. Staff also said the amend-ment and rezoning actions were completed earlier in the year and that the Planning & Zoning Commission recommended approval 6-0.
Staff noted preliminary parking calculations requiring 61 spaces and that the concept plan depicts 117 spaces; the ordinance before the council would waive the concrete parking requirement and allow the existing recycled-asphalt parking to remain in the area shown on the plan. The draft conditions limit event use to the roughly 2,664-square-foot conservatory and require subsequent site-plan and final plat approvals.
Council opened and closed the public hearing with no public speakers, moved to approve the SUP ordinance, and the motion passed unanimously. The ordinance includes fines up to $2,000 per offense for violations of its special conditions.
