PDC chair finds Josh McBride and Anna Maria Moreno violated filing rules, fines each $500

Jay Robert Leach, chair of the Washington State Public Disclosure Commission, found that candidates Josh McBride and Anna Maria Moreno violated state filing laws by failing to submit required C1 and F1 reports before the July 17 hearing. Leach said the commission would assess a $500 penalty against each respondent and suspend $200 of each penalty on conditions that the unsuspended $300 be paid and the missing reports be filed within 30 days of the written order and that there be no further violations over the next four years.
Staff presented the matters as PDC cases 174542 and 174545 and told the commission neither respondent had prior violations and neither attended the proceeding. Staff recommended findings under RCW 42.17A.205 and RCW 42.17A.700 for filers who failed to submit required reports; Leach confirmed the penalties reflected the base amounts for missed reports and the commission’s standard suspension conditions. "I'm going to impose upon each a penalty of $500," Leach said when announcing the sanctions.
