PDC finds Collin County commissioner Randall S. Johnson late on required C4 filing, fines $250

Jennifer Hansen, the commission’s compliance officer, presented PDC case 155417 for Randall S. Johnson, saying staff alleged that Johnson failed to timely file a C4 report covering July 25–Aug. 31, 2024 that was due on Sept. 10, 2024. Hansen told the commission staff had received several complaints about missing or late C4 reports and that all but one of the required reports had been filed; staff asked the commission to include filing of the missing report in the order.
Chair Jay Robert Leach found a violation of RCW 42.17A.235 and RCW 42.17A.240 and imposed a $250 penalty, suspending $200 on conditions. "I am going to impose a penalty of $250 and suspend $200 of it upon several conditions," Chair Leach said, specifying that Johnson must file any missing report within 30 days of the written order, have no further reporting violations for the next four years, and pay the unsuspended portion within 30 days.
Staff recorded that multiple supplemental complaints were filed by Connor Edwards and that PDC staff had reached out to Johnson multiple times with requests to file or correct missing reports. The commission’s order requires the filing of the missing report as part of the remedy and imposes the payment and no‑violation conditions described by the chair.
