Public Disclosure Commission finds multiple 2023 candidates violated C4 reporting rules, imposes fines

"I am gonna find that each of these individuals violated RCW 42 17 a 2 35 and RCW 42 17 a 2 40 by failing to file the post general election c 4 report before today's hearing," Chair Jay Robert Leach said, and ordered a base penalty of $250 with $150 suspended for each respondent on conditions including payment of the unsuspended portion within 30 days of the written order and no further reporting violations in the covered period.
PDC staff, represented in the hearing by Jordan Campbell, listed the affected respondents and their case numbers and told the commission the post‑election C4 report for 2023 was due on Dec. 11, 2023. Staff had identified some cases that were resolved after the filing of the missing report and a signed statement of understanding; for others staff recommended assessing penalties consistent with WAC 390‑37‑143 and the statutory reporting deadlines.
The commission’s action applied to candidates who did not participate in the hearing and did not submit written testimony; Chair Leach noted one procedural clarification during the hearing that candidates who had lost the election would be held to a two‑year period for avoiding further violations rather than a term‑of‑office condition. The commission did not assign a financial penalty in every case that staff had previously memorialized by memorandum of understanding.
