PDC calendar: dozens of candidates found in violation for late C1/F1 filings; standard penalties applied

PDC staff presented multiple grouped lists of candidates who failed to timely file C1 or F1 reports for the 2025 election cycle. For respondents who filed before the hearing but had no prior violations, the commission commonly imposed $150 penalties with modest suspensions (for example, suspend $25) and standard conditions: payment of unsuspended portion within 30 days and no further violations for four years. For other large lists of nonparticipating respondents, the chair imposed $250 penalties with $50 suspended under the same conditional structure.
Jordan Campbell read long lists of case numbers and names; Chair Leach said staff should check whether any respondents returned memorandum-of-understanding (SOU) agreements late and invited staff to revisit specific cases if new information surfaced before orders became final. The commission repeatedly instructed staff to assist respondents who contacted the office and to include electronic payment instructions in the written orders.
