Jordan Campbell told the commission the missing C1 had been filed before the hearing and that Thomas had one prior violation, which informed the recommended penalty range under the WAC.
Thomas told the commission he is a volunteer for his local school board and that he used a school-provided computer and email, which caused him to miss notices. "I did not check my emails in a timely matter," he said, acknowledging the violation and asking that the matter be resolved affordably given his volunteer status. Chair Jay Leach found the violation proven and entered the penalty and suspension conditions on the record.
