The Washington State Public Disclosure Commission heard a packed brief adjudicative calendar on June 25 addressing alleged late filings of candidate registration (C1) and personal financial affairs (F1) reports. Chair Jay Leach said staff identified cases under RCW 42.17A.205 and RCW 42.17A.700 and described a staff resolution option — filing the missing report with a signed statement and a $100 civil penalty — that had been offered before the hearing.
The commission found violations in dozens of individual matters. "I'm going to impose a penalty of $150," Chair Leach said repeatedly as he announced standard penalties for groups of respondents; in other cases he set individualized amounts (for example, $175 in one case). Orders generally suspended a portion of the fine on the condition that the respondent pay the unsuspended portion within 30 days and have no further violations for four years. The hearing included several cases in which respondents said the notices went to junk mail, that they had technical errors while filing, or that illness prevented timely filing. One complaint was dismissed after staff and the chair accepted the candidate's explanation and confirmed the missing filing had been an inadvertent error.
