Harrison council approves consent calendar and a string of grants, licenses and appointments

At its April 9 meeting the Harrison City Council approved the consent calendar, the 2025 Harrison Marina liquor license, a Planning & Zoning appointment and several grant applications, and set the budget public hearing for Aug. 13, 2025. Two items were tabled for later consideration.
The Harrison City Council approved its consent calendar — including payment of March 2025 bills and the March 12, 2025 meeting minutes — during its April 9 regular meeting. Josephine Prophet moved to approve the consent calendar and Will Butler seconded; the motion passed with five votes in favor and one opposed (Joe Cornell).
Council members also approved routine and project items across the meeting: the 2025 Harrison Marina liquor license (motion by Joe Cornell; second by Charlie Shutt), the appointment of Tim Rothlisberger to the Planning & Zoning Commission (motion by Joe Cornell; second by Josephine Prophet), acceptance of a Transportation Plan Grant to update the city’s Transportation Plan (motion by Will Butler; second by Joe Cornell), and approval to submit a Drinking Water Emerging Contaminants application (motion by Joe Cornell; second by John Gray). Will Butler successfully moved to set the public hearing on the 2025 budget for Aug. 13, 2025 at 6:00 PM at the Harrison Senior Center.
Several motions passed by recorded roll call. For example, the liquor license vote recorded Lockhart AYE, Shutt AYE, Gray AYE, Cornell AYE, Prophet NAYE and Butler AYE. The council tabled two items — a proposed amendment to Harrison City Code 7-2-14F regarding sewer pump-out expenses and a building permit application — by unanimous votes to postpone further consideration.
The council indicated future administrative steps for several items, including a rate study related to sewer pump-outs funded by the DEQ and an upcoming HMH grant review meeting scheduled for April 24.
