The Franklin City Council on July 20 approved Resolution 2026-49 to award the 4th Street water tower repainting contract to Seven Brothers Painting, Inc., selecting Option 1: the lowest base bid plus Alternates 2 and 3 (wet- and dry-interior repainting) for $1,092,215.
City staff told Council the engineer's estimated base cost for the project was $1,100,000, and the base bid plus all alternates was estimated at $1,850,000. The council packet included a bid summary; staff recommended completing the wet and dry interior work as part of the current contract to extend coating life and reduce future corrosion and maintenance costs. The project will be partially funded by a $539,000 grant from the Ohio Public Works Commission (OPWC); the remainder will come from appropriated operating funds.
Councilmember Michael Aldridge moved to approve Option 1; Vice Mayor Todd Hall seconded. Voting yea were Paul Ruppert, Vice Mayor Hall, Mayor Brent Centers, Aldridge, Debbie Fouts and Robert Lipps. The motion passed.
