Rangely approves special event permit for hospital foundation awards amid questions over Elks' liquor role

Sierra Black, foundation director for the Rangely District Hospital Foundation, described a DAISY and PEDAL awards ceremony scheduled for Nov. 22 to honor hospital staff. "I'm Sierra Black. I'm the foundation director," she told the council, and said theFoundation received 13 total nominations during the nomination period.
Councilors discussed whether the Elks Lodge or the foundation should file the special‑events liquor application. Staff and councilors cited the town's requirement that liquor‑related special events be publicly noticed 10 days in advance; they agreed the Elks could serve on the foundation's behalf and be compensated for that service. The council approved the special event permit by voice vote with the understanding that the Elks would serve alcohol on behalf of the foundation at the event.
The foundation said each nominee would receive a copy of their nomination redacted for privacy; the DAISY award is tied to a national program and will be posted on the DAISY website for recognition of honorees.
