Council recommended that the Financial and Planning Liaison Committee (FPLC) draft a policy to calculate the difference in sales tax revenue between downtown at full occupancy and downtown at current occupancy. The council explicitly stated the analysis would be a separate exercise and not be included in the Comprehensive Plan.
The request asks the FPLC to produce a methodological approach and calculations so the council can better understand downtown revenue impacts for future policy discussions; staff will coordinate next steps as directed.
