Hawaii Tourism Authority: moving DMAPs to DLNR would fragment destination management

Caroline Anderson, representing the Hawaii Tourism Authority, said HTA respectfully opposes HB 19-47 because it would separate destination management from the authority at a time when recent governance changes (Act 132) have strengthened transparency and accountability. "We respectfully oppose, HB 19 47 for the following reasons," Anderson told the committee.
Anderson argued that destination management requires a holistic approach that blends brand marketing, visitor experience development and mitigation of tourism impacts through coordination with state and county agencies and communities. She noted that HTA has implemented auditors' recommendations by building key performance indicators and reporting systems for DMAPs and said HTA would continue to be a partner to DLNR and county agencies on implementation. "Taking destination management out of the authority and putting it in DLNR... I think that breaks apart the direction that we're trying to head towards," Anderson said.
