Committee asks full Board to review proposed Mobile Medical Response exclusive-service agreement
Summary

Lisa Sagala, Manistee County administrator/controller, presented a proposed Mobile Medical Response (MMR) ambulance service agreement and told the Ways & Means Committee that MMR "proposes that they would be the sole provider of ALS, BLS and transport ambulance services except for areas of Manistee City Fire Department, Norman Township Fire Department, and Thompsonville Ambulance." Committee members expressed reservations about granting a single vendor exclusive status and about limiting the County's ability to consider alternatives. After discussion, the committee voted to recommend that the full Board review the MMR agreement. The minutes record: "Moved by Gustad, seconded by Schmidt to recommend having the full Board review the MMR Service Agreement. Ayes: All. Absent: Dontz. Motion Carried." The MMR agreement in Appendix B (included in the meeting packet) cites Michigan statutory authority for county ambulance contracts (1990 PA 179, MCLA 333.20948 and related provisions) and sets out service, coverage and mutual-aid expectations. Committee members asked for clarification about exclusivity and how mutual aid and local fire/EMS services would be integrated; no final county-level decision to award exclusivity was made at the committee meeting.
