Plan Board approves consolidation of 21 city lots at 725 S. Ludlow

The City Plan Board voted unanimously June 9 to approve PLN2026-00136, a record plan to consolidate twenty-one City lots into one lot at 725 S. Ludlow St. in the Midtown planning district. Staff presenter Jen Hanauer said the consolidated lot meets the Urban Business District (UBD) zoning standards; the applicant is The Kleingers Group (Kevin Johnson), and staff noted the applicant has not disclosed an intended future use.

The approval carries seven conditions. Board members required the applicant to revise the record plan and construction drawings to meet City of Dayton Subdivision Regulations and Division of Civil Engineering comments, ensure dimensions are within a 1:10,000 ratio, verify existing Lot 4816, add a 15-foot radius at Zeigler and Ludlow, fade existing lot/parcel text in the replat area, verify the existence of a 16.5-foot alley on the south side of Zeigler, and transfer the 8-inch sanitary line servicing the property to private ownership. The motion to approve was made by Ms. Ann Schenking and seconded by Ms. Leslie Lovelace; all voting members present voted yes and Ms. Geraldine Pegues was recorded as excused.

The board record notes that the applicant has not yet shared a proposed redevelopment plan; next procedural steps include the applicant submitting revised drawings that respond to the conditions for final administrative processing.
