County approves juvenile pass-through funding; probation supervisor raises concern about targeted wage-increase request

The Board approved two pass-through funding agreements for juvenile services presented by Juvenile Probation Supervisor Dahlia Stender: a JCA cigarette and tobacco tax funding agreement for $38,400.00 and a SUDS pass-through allocation of $13,248.00. Stender explained the state's distribution schedule change to the state fiscal year and confirmed county counsel had reviewed the agreements without objection (SEGS 048-053).
Separately, Stender told the Board she received an email on Friday, July 10 at 4:59 p.m. from Commissioner Gordon Wilkerson requesting extensive statistical information and justification for her department's 5% wage-increase request. She said she believed she was being targeted because other departments had submitted requests for 7%, 10%, 13% and 14% increases without similar scrutiny; Commissioners Harberd and Marvin told Stender they were not aware of the email and advised waiting until Commissioner Wilkerson returned to address the matter directly (SEG 055).
