Rick Sonnenberg presented an overview of the Pikes Peak Rural Transportation Authority’s history, governance and funding rules: the 1¢ sales tax collected by the Colorado Department of Revenue is allocated by percentage (55% capital with a 10-year sunset on capital portions, 35% maintenance, 10% transit), an administration cap of 1% funds two staff positions, and large contracts ($25,000+) must be approved via three-party contracts including PPRTA staff review.
Sonnenberg said the draft 2025 PPRTA budget is approximately $163,000,000 and that Green Mountain Falls is shown to receive about $74,000 in capital funds and $52,000 in maintenance funds in the draft. Trustees thanked him and CAC member Craig Gooding added a description of the CAC’s advisory role to the board.
