Treasurer: Q4 investment earnings fourth-largest on record; cash flow falls to $220 million

Daniel J. Talarek, Lorain County treasurer and chair of the Investment Advisory Committee, presented the county's fourth-quarter (Oct.–Dec. 2025) investment report at the committee's Jan. 27 meeting and distributed the quarter-end statement to the clerk.
Talarek said the quarter represented one of the county's larger earning periods: "This is 4th largest in county history, being 9.3% up from last year," he said. The packet showed portfolio balances and interest across custodial and depository accounts, including a custodial account at U.S. Bank and holdings in StarOhio. The report listed interest and balances as follows in the distributed materials: Depository Investment $782,334.38; Star Ohio $404,176.92; Custodial Account / U.S. Bank $6,422,865.89; Star J.C.P. $8,646.57; total $7,618,023.76 (as presented to the clerk).
Committee members asked whether the lower cash position reflected 2025 commitments; Talarek said county cash flow had declined to $220 million from $251 million but did not provide a breakout of commitments at the meeting. Commissioner Jeff Riddell asked whether the decline was driven by 2025 commitments and noted that KC Saunders typically provides a detailed breakdown; Talarek said he did not know the breakdown at that time. Talarek also reported a decline in StarOhio yields, noting StarOhio was down to 3.93% from 5.37%.
The committee approved the Oct. 28, 2025 minutes by voice/roll-call motion earlier in the agenda and concluded the meeting without public comment.
