Wheeling City Council adopted a resolution accepting the city manager's recommendation that conditions at 11 Florida Street constitute a public nuisance and authorized a hearing under the city's codified ordinances (article 5, §49). City Manager Herron described multiple issues at the property and said the primary focus of the action is animal welfare and public safety, not vacating the residence.
Herron told council there are "a large number of dogs at this location that the owner is struggling to take care of, which includes, throwing feces out into the street on numerous occasions." Council members clarified that the hearing will give the property owner an opportunity to respond and that remedies requested will be focused on dealing with the animals rather than forcing vacancy of the house.
