At 7:38 p.m., Alderman David Lehman moved that the board enter executive session citing RSMo 610.021(1) for legal actions or litigation and RSMo 610.021(12) for matters pertaining to negotiated contracts. Alderman Gerri Spencer seconded the motion and the roll‑call vote was recorded as 4–0 in favor (Holt, Spencer, Lehman and King).
