The authorization specifies that Glen Rock will pay for the upgrade and that the work includes drainage improvements beyond the upgraded section. The town explicitly retains no maintenance responsibility for the upgraded portion. The board discussed but declined to pay a separate $900 MSK Engineering fee to prepare project details, deciding the town would not cover that cost.
