Kearney adopts ordinance to renew municipal conflict-of-interest disclosure procedures

City Administrator Sheila Ernzen presented Bill No. 36-2026 and said the ordinance updates the city's procedure for officials to disclose potential conflicts of interest. "Ernzen explained the Missouri Ethics Commission requires municipalities with an annual operating budget in excess of $1 million readopt its ordinance establishing procedures to disclose potential conflicts of interest biannually," the record states.
The ordinance was read by title twice, approved on first reading (moved by Alderman Ashton King and seconded by Alderman Dan Holt) and then approved on second reading (moved by Alderman Gerri Spencer and seconded by Alderman Ashton King). The bill was passed and numbered Ordinance No. 1697-2026. Roll-call for the final passage recorded Aldermen Holt, Spencer and King voting for the motion; Alderman Lehman was absent at that time.
