Planner outlines housing-element progress and timeline for zoning-code updates

Jessica Higgins, a certified planner with Yuba Planning Group, told the council she has been meeting with city departments and that "the 1st item that I'm working on right now, the most urgent item is actually the annual progress report for the housing element." She said the city is behind on implementing some housing-element programs and that staff will bring progress-report materials next month and later propose zoning-code changes required by the housing element.
Higgins said the zoning-code update timeline targets adoption in March or April 2026 and that staff will undertake a robust public‑engagement process involving the planning commission, city council and the public. Council members asked how to surface previously requested zoning changes and Higgins said staff will provide opportunities for open discussion and additional items as part of the year‑long implementation process.
