The Dunsmuir City Council voted unanimously to declare a fiscal emergency and place a measure on the Nov. 4, 2025 special municipal election ballot to increase the city's transactions-and-use tax from 0.5% to 1%.
The resolution (No. 2025-15) was introduced as a single instrument that both declares the fiscal emergency (requiring a unanimous vote) and orders the tax measure for the special election. Council materials say the proposed 1% rate would provide approximately $2,270,000 annually. As read into the record, the ballot language states, "Shall the city of Dunsmuir adopt an ordinance to amend the city's existing sales tax rate to be 1% providing approximately $2,270,000 annually and to remain in effect until ended by voters with money staying staying local subject to independent funds." Mayor Clare read the language aloud during deliberations.
Council members noted the vote was driven by budget pressure: potential capital work on the public works building, expected changes to the sheriff's contract, and enterprise funds that currently require general-fund support. Staff and council described the action as intended to prevent repeated, deeper program cuts over the next two years. The motion passed on a roll call with Council Member Hubbard, Council Member Lucchese, Vice Mayor Sebring, Council Member Bridal and Mayor Clare recorded voting yes.
The council asked staff to confirm deadlines for filing pro- and con-argument statements and other election filing dates; staff said they would provide the specific dates to the council.
