Associate Planner Vivian Togganon presented the City of Benicia'024 General Plan and Housing Element annual progress report and recommended the council accept the draft and direct staff to submit it to the State Housing and Community Development Department and Office of Planning and Research before the April 1 deadline.
Togganon highlighted implementation accomplishments from 2024: adoption of a parks and trails and open-space master plan (June 2024); completion of two HSIP pedestrian projects and TFCA grants for ADA curb ramps and high-visibility crosswalks; a $750,000 planning grant from ABAG and MTC for a Port of Benicia facilities and modernization plan; zoning and density-bonus ordinance updates; and housing-site actions including declaring two surplus properties and making three city-owned sites available for development.
Councilmembers asked clarifying questions about a pro-housing designation (staff said it is handled separately from the APR), status updates on Rose Estates and Jefferson Ridge (Rose Estates resubmittal under review; litigation on other projects ongoing), developer outreach for the Eastern Gateway infrastructure plan, and how the city will verify inclusionary housing compliance and ADU affordability. The city attorney and staff explained that affordability restrictions and recorded deed restrictions will govern future enforcement and that routine annual reporting by owners/property managers is required; the city will verify compliance per the new inclusionary ordinance.
The council voted unanimously to accept the APR and direct staff to make any ministerial edits needed before transmitting the report to HCD and OPR.
