Board approves community facilities district agreements tied to Cantera development; levies special taxes for CFDs

Paula Ford presented three interrelated actions tied to community facilities districts and developer funding. Ford said Richmond American proposed participation in Community Facilities District No. 60 for the Cantera development at the southwest corner of Jurupa Road and Camino Real with plans for 64 single-family homes. Administration estimated the district's share of school-facilities funding from CFD 60 could be about $868,396 if the CFD forms and issues bonds.
"The development is the Cantera, development that's located at the Southwest Corner Of Jurupa Road in Camino Real," Ford said, describing the proposal and the CFD mechanics. The board adopted the resolution approving the school facilities mitigation agreement (modified to resolution number 2027/01), then adopted a resolution approving a joint community facilities agreement with the Haruba Community Services District (2027/02) — administration noted the Haruba board would consider the agreement on August 10, 2026 — and also adopted the annual resolution (2027/03) to levy special taxes across the district's CFDs to pay principal, interest and administrative expenses on outstanding bonds.
Each resolution was adopted by recorded votes of 5–0. Administration said copies of each CFD ordinance and a breakdown of principal amounts and bond proceeds were included in the meeting backup materials for trustee review.
