Denise Hernandez presented a declaration of need for fully qualified educators that the board must adopt as a condition for issuing emergency teaching permits. Hernandez explained the declaration is a state requirement and recommended board adoption.
After a motion and second, the board voted 5–0 to adopt the declaration. "Before the board is a declaration of need for fully qualified educators to adopt as a prerequisite to the issuance of emergency teaching permits for the district," Hernandez told the board. Administration recorded the motion, second and unanimous vote; the declaration will allow the district to request emergency permits where credentialing gaps exist.
