Director of Public Works Mark Shagnon delivered a progress update on the La Paz widening and bridge rehabilitation project, walking commissioners through photos of retaining walls, decorative pilasters and new landscape treatments.
Shagnon said the project objectives are to rehabilitate the 1965 railroad bridges to current structural standards (including pedestrian and bike safety), increase roadway capacity where appropriate and enhance landscaping and entryway aesthetics. He described retaining walls, pilasters with Mission Viejo branding, a new monument sign and an oak‑leaf pattern on a retaining wall adjacent to Mission Viejo High School. Shagnon said the bridge abutments and pier walls were rebuilt or rehabilitated to reduce past erosion issues.
Shagnon outlined the near term schedule: in mid‑February the contractor will apply a polyester concrete overlay to the bridge deck followed by an asphalt overlay of La Paz Road, then striping, signal loop installation and punch‑list work. He cautioned dates could slip if rain prevents deck work. Commissioner Burton praised the finishing touches and asked about lighting for the pilasters and the relocated El Camino Real bell; Shagnon said ground lighting is planned and that the bell will be installed at project completion.
