Council approves 2024 general plan and housing element annual reports for transmittal to state agencies

The council adopted Resolution 2025-09 accepting the 2024 general plan and housing element annual progress reports and authorized transmittal to the Governor's Office of Land Use and Climate Innovation and the California Department of Housing and Community Development.
City planner Jessica Hankins told the council the city must submit annual reports on the general plan and housing element to state offices and summarized 2024 accomplishments, including adoption of the housing element in April 2024, adoption of a downtown revitalization plan and an active-transportation plan, and adoption of a mixed-use zoning district.
"The city is required under the Government Code to submit an annual report to the Governor's Office of Land Use and Climate Innovation and the California Department of Housing and Community Development on the progress of implementing its general plan and the housing element," Hankins said, outlining the items staff proposed to include in the reports. The staff presentation also noted LEAP grant funding and pending applications to CDBG programs for housing rehabilitation and water infrastructure.
Councilmember Brian moved to adopt Resolution 2025-09 accepting the 2024 annual progress reports and approving transmittal to the state; the motion was seconded and carried by voice vote. Staff said the city will continue code and element updates and will pursue grant opportunities identified in the reports.
