Council adopts housing-replacement policy for projects that remove low‑income units

Jessica Hankins told the council the second housing-element program before them establishes a replacement policy for situations where new development would remove low- or very-low-income housing units, a program the housing element set to be adopted within a statutory time frame.
"If we eliminate low or very low income housing, then we would need to replace those units," Hankins said, describing the requirement and the recommended resolution text that brings city procedures into alignment with the housing element. Councilmembers discussed timing and the need to report the action in the annual progress report to the state.
Councilmember (speaker5) moved and the council adopted Resolution 2025-08 by voice vote. Staff said the city is a small market with few recent residential permits and that the replacement policy is one of several incremental measures to demonstrate progress on housing-element implementation.
