Alliance explores landfill rate changes, hauler audits and recycling reimbursement to control local costs

City staff reviewed a rate study and proposed measures to keep the landfill viable and costs down, including a pilot recycling reimbursement with Keep Alliance Beautiful for fifty residents, a single in-city vs. out-of-city rate, hauler licensing and audits, and revising franchise language that is not currently enforced.
City Manager Cox and Public Works Director Grant briefed the City Council on options to preserve landfill viability and limit cost pressures on local residents.
Staff reviewed a rate study (SCS) and proposed measures including: creating a different rate for customers inside city limits versus outside, implementing hauler licensing with required manifests and audits to verify loads, revising franchise-agreement language that is not currently being enforced, and piloting a recycling reimbursement program in partnership with Keep Alliance Beautiful. Kathy Worley of Keep Alliance Beautiful said the program would begin with fifty residents and noted the organization receives funding from the Nebraska Department of Environmental Quality, the City of Alliance and Box Butte County.
Council discussion included the practicality of audits and enforcement, the potential upside of increased recycling participation and how to fund a reimbursement program. City Manager Cox said he hoped the reimbursement program would be well received; Finance Director Baker reviewed the rate study findings with the Council.
