Hays moves forward on drainage RFQ and generator grant; easement clarifications could affect private property

Assistant staff said the selected engineer will handle design work that is a precondition to submitting or implementing grant-funded projects.
Council also discussed drainage easements the city previously purchased. "When we acquired the easement, the landowner is not allowed to build on it or anything else," a council member clarified, noting that future drainage construction will require clearing any structures placed in the easement and that private owners would bear costs if removal is needed during the city's project. Councilors noted the easement is on the north/east side of property in question and that the drainage project could use that easement if grant funding is secured.
