"I would the the only thing I saw on their permit, they didn't have the water volume they were gonna use. It was not approved for them to get any water," Tony Valdez said, pointing to outstanding water approvals. Staff confirmed they have the plan set on file at city hall and that TCEQ and county approvals remain relevant to next steps.
