At its Sept. 8 meeting the Hays City Council approved a motion to adopt a proposed tax rate of 0.0917 per $100 valuation to accompany the FY25–26 budget. Councilors discussed the percentage increase and how additional revenue would be used.
The mayor explained the rationale for posting the rate and noted the need for more funds to improve the city’s roads. "That's why I posted the tax rate of 0.0917 — so we can, improve our roads," the mayor said, adding that the proposed tax rate represents a 7.55% increase over the prior year. Council members asked whether revenue from the increase would be earmarked; staff said the city set aside $250,000 in the budget for road work and engineers will present a plan for spending those funds.
Council adopted the tax-rate ordinance following motion and second; the transcript records discussion and the subsequent aye votes during the roll-call sequence.
