Hampton outlines Big Bethel, Lake Hampton and North Armistead pilots; staff say projects exceed bond storage goals

Scott Smith, senior civil engineer in Public Works, reviewed the three pilot projects that formed the core of the presentation's implementation examples. He said the Big Bethel Blueway will create approximately 8.3 acres of water storage, include about 6,000 linear feet of multiuse path and install wetlands benches; the Lake Hampton and North Armistead projects include road raising (North Armistead up to 7.5 feet) and are expected to add roughly 18.9 acre-feet of storage at the North Armistead project.
Staff told council that the combined projects are projected to deliver about 9.5 million gallons of storage — exceeding the environmental impact bond (EIB) target cited in the presentation — and that design is more than 90% complete for the initial pilots. Scott Smith said design work should go to bid in the spring with construction starting in summer and a fall 2024 completion target for the Big Bethel Blueway; North Armistead is scheduled later, with construction expected to complete by spring 2025.
