Kumon tutoring center approved despite existing parking deficit; staff says new use aligns with retail standards

The Planning & Transportation Commission approved a conditional use permit Dec. 9 to allow Kumon (math and reading tutoring) to occupy a 1,463‑sq‑ft suite at 22922 Los Alizos Boulevard.
Associate planner Sarah McMillan told commissioners the center’s overall parking demand currently shows a 23‑space deficit but that the proposed tutoring center’s demand (two staff and up to 10 students on site at any given time) aligns with retail parking calculations and therefore would not exacerbate the existing condition. Applicant Zaha Saba said Kumon focuses on math and reading with individualized 30‑minute sessions and confirmed materials are in English only.
Staff recommended approval and the commission adopted the resolution approving PCUP2024‑0012. The permit is conditioned on the findings and conditions in the draft resolution and staff indicated the site is exempt from CEQA.
