The Planning & Transportation Commission approved a conditional use permit for Musashi to operate a Japanese restaurant with on‑site beer and wine (Type 41) at 24000 Alicia Parkway, Suite 20.
Senior planner Tim Martin told commissioners the ABC concentration analysis shows the census tract is within allowable limits for on‑sale licenses and that Mission Viejo Police Services raised no concerns. Applicant Takayuki Osawa confirmed there would be no alcohol sold for off‑site consumption: “There won't be any sales, to go, you know, the alcohol beverages to be sold to go,” he said.
Staff recommended approval and commissioners moved to adopt the resolution; the CUP passed as recorded in the transcript. The decision allows Musashi to pursue the required ABC licensing and to operate under the conditions noted in the staff report.
