Marcy Ingram, the committee's legislative counsel, reviewed changes incorporated into the consolidated draft resolution and said the pre-pilot meeting members added language about subpoenas and record scope. "If a subpoena has to be issued for the records, that group decided that either the assessor's office or the county commission could issue a subpoena to the boards that did not voluntarily turn over their information," Ingram said.
Ingram also said the final draft clarified which pilots are counted and what is being recorded. She cautioned that some materials might be considered proprietary, which "may be harder to get our hands on without a court saying yes." The committee asked counsel to coordinate with the assessor's office to confirm past subpoena practice and to ensure the cleaned draft reflects those limits.
