Shane described the damage and the grant rationale: "We actually had 2 breaks at the same time within about 500 feet of each other that resulted in water outages for about 12 hours and a street closure for almost 24." He cautioned that the agreement covers only the PER and not design or construction and that additional environmental study may be required for other funding paths. Council members asked technical questions about causes (staff cited a likely "water hammer" pressure surge) and confirmed the city did not solicit competitive bids for the PER because of the straightforward scope; the council approved the agreement by voice vote to proceed with a CDBG application.
Staff noted CDBG grants can be awarded at a roughly 70/30 split between grant and city match and that SECOG performs a smaller environmental review for CDBG applications on the city's behalf.
