Board approves $1.05M change order for Santa Maria High modernization, waives public bidding

The Santa Maria Joint Union High School District board on Jan. 20 approved Change Order No. 4 for the Santa Maria High School 37‑classroom modernization project, adding $1,045,894.34 and increasing the contract total to $11,535,988.34.
District staff told trustees the additional work includes district‑requested items plus DSA‑required field adjustments and unforeseen site conflicts that emerged as work progressed: electrical panel clarifications and data outlet relocations, added cameras and lighting controls, mechanical and ventilation revisions, fire alarm clarifications, pathway and underground pathway conflicts, additional demolition and rough‑in work, window and door weatherproofing, ADA‑related fixes and added power for kitchen equipment.
Staff recommended declaring the futility of further public bidding for the change order, saying preparing a bid package would delay the project, create coordination and warranty issues, and likely not produce lower bids than the contractor’s proposed costs. A board member noted that construction projects often reveal work that cannot be fully foreseen at contract start, and another trustee asked whether more change orders are expected; staff said at least one more change order is anticipated before the project’s July completion.
The board moved, seconded and approved the resolution declaring futility of bidding and approving Change Order No. 4 by roll call.
