Steven (city staff) told the council the county‑level plan was prepared by a contractor with grant funding, has already been approved by FEMA and contains projects the city requested. "The plan has been approved by FEMA already," Steven said, adding the adoption will allow the city to access the full range of FEMA funding for mitigation projects. Council members asked whether the plan included local projects; Steven said the city’s requested projects were incorporated after repeated submissions and noted the city is separately updating a local “resilient Dunsmuir” plan to pursue more granular projects.
Councilors also discussed potential grant opportunities available once the plan is adopted, including a possible upgrade of the town’s siren system to voice sirens. Steven estimated four‑to‑six siren upgrades could be a roughly $1,000,000 project and noted a 75% federal cost‑share baseline for FEMA assistance. Councilor questions probed whether staff could use in‑kind time as match; another councilor observed some state grants and staff time can be counted to meet match requirements.
The resolution passed with a unanimous vote. Staff said the plan remains effective for five years and that they will forward the council’s resolution to FEMA to complete the adoption process.
