Engineers favor lower sheet‑pile elevation to limit habitat mitigation and visibility

A member asked why the new sheet‑pile top elevation would not match the 2019 installation. Julian Paul Wyler of Stetson Engineers and staff explained the design choice: keeping the top of the new piles about a foot lower reduces the need for additional backfill (which would trigger mitigation), improves permitting prospects and lessens visual exposure from the water and adjacent homes.
"Permitting agencies were happy to see that ... the pile would be kept below the height of where the sea lettuce reaches," a staff member said, noting the lower elevation reduces colonization concerns and agency mitigation. The committee also discussed aesthetics and agreed a concealment cap or riprap could be included later as a secondary phase when funds allow, while prioritizing structural performance and cost control in the near term.
Members cautioned that changing the elevation upward now would require revisiting agency review and likely increase cost and schedule risk, so the group endorsed the staff recommendation to keep the designed elevation and pursue any aesthetic enhancements later.
